Having Issues with my Lift Gate?

I have an Electric Lift Gate, and it's not working. I have 12+ volts at the Battery. I have 12+ Volt After the In-line fuse. I cant find any Issues with the wire back to the Motor and Solenoid. but when I check Voltage at the Motor and Solenoid, I get no Volts. Other than changing the wire Harness, does anyone have any Ideas?
