My 83 honda shadow won't start?

it died while i was riding it and i cant get it started. i checked the battery and its fine, i have gas, it wont turn over at all. but when i put the key in the lights turn on. i don't have a kill switch on my stand, and i cleaned the contacts on the kill switch. i don't know what else to do. o and also i measured the voltage on the starter solenoid when i tried to start it and it measured 0.16 v i dont know what it is supposed to be
